You are correct. The USA is the only country where that definition of impeachment is accepted: everywhere else it means removed from office.

I accept that the USA recognises the charge as impeachment even when it fails. To a non-American, this definition makes little sense, but each to his own. I didn't know the American definition was different to the rest of the World when I made my comment. I live in Australia, by the way.
