The evidence support the view that the USA has come off worse in every trade deal, so yes, America is being bullied, especially by China and the EU:

“ Ellinghorst did add that cars being shipped from the U.S. into Europe faced a 10 percent import duty while European cars into the U.S. faced a 2.5 percent import duty. “I think what the administration is talking about is to balance out this difference in tariffs to make it more of an equal playing ground for American and European car-makers,” he said.”

“ Trump complained US cars face a 25 per cent tariff in China, whereas Chinese cars were levied with a mere 2.5 per cent tariff in the US.”

This makes US Car manufacturers set up factories in China to avoid the 25% import duties, at the cost of American IP and jobs.

Sounds like economic bullying to me. All Trump is asking for is a level playing field.
