That is a position that goes way beyond Capitalist and into the extremes of Libertarianism: What makes you think the average person is competent to test their own drugs or vaccines.

The difference between vaccines and drugs: Drugs are artificial chemicals designed to poison bacteria, or to suppress the symptoms of illnesses. Bacteria mutate and develop resistance to drugs. Eventually antibiotics will be ineffective against resistant bacteria (and they have never been effective against viruses). When the drugs no longer work, vaccines will be our only defence. Because they are NOT drugs, because they are solutions of dead bacteria or viruses, they will always work to stimulate our own immune system to develop templates to destroy the living versions of the same pathogens. That is the important scientific difference between drugs and vaccines: the legal and bureaucratic classification of vaccines as drugs is less important to this argument.
