I live in Australia, and our invitation to the Americans to establish a Marine base in Darwin was driven by Security concerns about the South China Sea, and by the advantages of having a US base to the local economy. No threats were needed. NATO were for decades grateful for US bases as it reduced the cost of defence to European States. Trump has upset that apple-cart by demanding they pay their fair share of the cost, which I think reasonable, but Euro Governments do not.
